Item Baluchistan’s Public Administration Flaws and Foreign Direct Investment In the Province(UMT, Lahore, 2018) Ahmed Bin YousufThis research paper narrates the topic of Baluchistan’s Public Administration Flaws and Foreign Direct investment in the province. The first problem is about the administrational flaws, in the institutes and the problems which are faced by the Public administrators, due to the regional conflicts, non-acceptance of people and traditional value gap. This paper clearly highlights the problems and priorities of people of Baluchistan. The second problem discussed in the paper is on the ongoing discussion over the foreign direct investment from China, in the form of CPEC route, and infrastructure development and sustainable development projects in Gwadar. The narrative of foreign influence and relation with respect to East India Company is also the part of this paper. The traditional, lingual, cultural and socio-economic development is the current and old demand of this province. Institute building, advancement of Civil Services, and participation of people of Baluchistan in Bureaucracy is one of the main topics of this research project. The Qualitative style and optimistic approach has been utilized as methodology.Item Benefits of One Belt One Road for Pakistan, China and Russia: Research Project (2014-2018)(UMT, Lahore, 2018) Mamonah SattarThis research paper narrates the benefits of One Belt One Road Initiative (OBOR) for Pakistan China and Russia, where CPEC is also important component of their collaboration. The troika of these three nuclear states will build peaceful and harmonious environment in South Asia. OBOR will bring All Asian, Southern and Central Asian Republic (CARs), Middle East and European countries closer by silk routes and maritime routes for Trade and Development. CPEC is the flagship project of OBOR, which is corridor to connecting deep-sea port Gwadar to Kashgar. OBOR is considered as China’s New Multi-polar World system to globalize with regional states. The research paper produced is based on qualitative research methodology within the circle of Post Positivist Paradigm, and the analysis is composed of interpretive manner, keeping the insight of literature review and theoretical framework. There are many mutual benefits, which Pakistan will enjoy, in collaboration with Russia and China through OBOR (including CPEC). This study aims to explore the developmental and infrastructural opportunities at inter and intra state level for Pakistan. This initiative created interdependence between the regional countries and bind them economically. The armed forces shared the joint exercises to counter non-state actors and bring peace and stability among neighboring states. India, who opposed both OBOR and CPEC earlier, is now show casing its concerns over Troika of Pakistan, China and Russia. The influence of China in Arabian Sea and Indian Ocean is difficult for India to digest. The current paper highlighted and discussed the mutual benefits, regional and non-regional harmony, external threats and development for Pakistan and others, and which policies Pakistan should adopt and work on with effectiveness for peace and progress.Item Impact of employee’s motivation, and perceived demographic characteristics of public on emotional labor in public organization of Pakistan(UMT, Lahore, 2019) Ali Raza BabarThis project has discussed emotional labor's concept by using different scales and strategies like surface acting, deep acting, emotional consonance, and suppression. In the same way, demographic characteristics are also discussed. In public offices employees are deeply involved in emotional activities because their involvement with people are on a daily bases and people reaction varies from person to person. This research is quantitative and almost 100 employees of the Federal Board of Revenue (FBR) and Services Hospital Lahore (SHL) participated in the data collection process. This thesis is constructed on primary data and this data is collected by the help of a questionnaire. After that data was further analyzed through software called Statistical Package for Social Science (SPSS) and further analyzed by descriptive statistics and linear regression. Linear regression was carried out to calculate the significant values of variables. Results show that emotional labor is more engaged with deep acting and demographic characteristic. Moreover according to a linear regression result employee’s motivation has an inverse relation with deep acting. If we increase employee motivation the deep acting will decrease. This analysis provides implication for the Federal Board of Revenue and Services Hospital Lahore as how to familiarize and employ the effective emotion’s strategies.Item Impact of Technology on the Performance of Lahore City Traffic Police(UMT, Lahore, 2019) Abdul RehmanThe potency and effectiveness of the city traffic police is judged by its ability to provide for conditions of safe and smooth movement of citizens in the city. The responsibility of the police is to ensure law and order and across-the-board public service delivery in the city. Traffic police is a vital part of the police force entrusted with the responsibility of public safety and security. A study was conducted in Lahore, the capital city of the Punjab, to assess the effectiveness and efficiency of the Lahore Traffic Police (LTP) along with the performance of the Punjab Safe City Authority (PSCA). The study appraised what kind of services LTP is providing along with PSCA and with what outcomes. Data are collected from the Lahore Traffic Police and Punjab Safe City Authority which is primary data. A questionnaire was used to collect data and conduct survey covering departmental division of work, operational collaboration between the two agencies, compartmentalization of functions, use of technology, modification of laws and rules, and future developmental plans. The study explores the effectiveness of the use of new technology, implementation of traffic rules on the roads through PSCA, and any deficiencies in project that might lead to failure and where reform may be requiredItem ROLE OF NGOs IN FORMAL & NON-FORMAL EDUCATION OF OUT OF SCHOOL CHILDREN(UMT, Lahore, 2019) Syed Hamza HashmiPakistan is the sixth largest country in the world with more than two suspected estimated population. The number of street children in Pakistan reaches 50 million and increases daily. Street children, children living and living in the city. They usually grow in public places, train stations or bridges in the world's largest cities. In the light of conflicts with their family, they prefer the children to return home. They want to stay away from home. According to these children, in this case, the result of their dissatisfaction and the direct consequences of life in the city, this poses a serious risk to the physical and mental problems of different children. The problems faced by street children are presented to health care, education, injury, torture, community approval, police arrest and robbery. After being stabilized, the child goes to the middle of each day for several hours every day. When focused, the basic ethics and deeper quality of the child's work are presented as stories that allow you to play at home and have fun with other children. The article also stated that begirt the role of society and non-governmental organizations in informal school education for children. Based on this research-based research, less research was done before the issue. Through the lines, the researcher examined the working strategy and gathered information with a structured meeting. Six individual teachers from these research centers and two individual researchers were organized and registered by 10 social workers who worked to change these children. According to their answers, researchers analyze the problems of street children more and accept illegal activities that harm society. School education is the basic essential element towards stabilizing the foundation of education. School education in Punjab province of Pakistan is deliberately underestimated with the dilemma of Public Private Partnership (PPP) education that ambition is to upgrade the quality of school education. Punjab government policy for school education under the Punjab Education Foundation (PEF) is critically examined in this study. This research paper emphasizes the school education policy failure of the Punjab government with a study focusing on the performance of PEF. The study explores existing problems and challenges faced by the PEF in the implementation of school education policy. This paper identified the existing problems and gaps in policy decision making and lack of implementation. The appraisal of the study approaches the mandate of PEF policy to evaluate the outcomes of what the PEF has done for school education in Punjab. Interviews are focused in the research to examine the current practice of PEF for school education to assess its performance and situation of schools. Findings explain the assessments of school education of PEF that schools transform toward the dilemma of public and private education. PEF is lacking in appropriate practice to fulfill the requirement and demand for education that can enable each child to get access to school for quality education. Empowerment provides equal platform to all individuals regardless of caste, color, gender, religion and culture and it is a prerequisite to growth and prosperity that the state must provide equal rights to all the citizens. Pakistan is ranked at 151 out of 153 countries on Global Gender Parity Index 2020 by World Economic Forum (WEF). In Pakistan, there is no freedom of speech, and the state apparatus is used to oppress people’s voices. Pakistan has experimented with both military and civil regimes but all of these failed to provide an equal status to men and women. The society remains patriarchal where women are forced to work in positions subservient to men (regardless of their qualification), receive lower wages, and even perform bonded labor in many cases, in addition to being abused and victimized by men. The society rationalizes the victimization of women by using symbols of power and honor. This study explores multiple means to pull women out of oppression and subservience to men and to recommend ways to raise their status through empowerment. The papers aims to achieve this by analyzing the legal channels and examining judicial cases, legal contests, and incidents involving victimization of women and providing a positive way forward.Item Disaster Risk Management (DRM) and Disaster Risk Reduction (DRR) A Case Study of Muzaffarabad Earthquake(UMT, Lahore, 2020) Aftab HashimThis research paper aims to explain existing problems in Disaster Risk Management authority in Pakistan and presents a proposal to introduce better Disaster Risk Management (DRM) and Disaster Risk Reduction (DRR) systems. This research paper is not an empirical research; in fact, it is an analysis of existing practices and available literature. In the past few years, Pakistan became a vulnerable place just because of the absence of proper disaster risk management system. Failure of disaster risk management authorities in Pakistan caused a small-scale hazard and disaster resulting in massive destruction of assets of the masses and a large number of people getting affected by disaster and related incidents. The Pakistan government has been allocating at least Rs. 30 million annually for disaster risk management apart from foreign aid for coping with the disasters. The quality and coverage of the services of Disaster Risk Management authorities in Pakistan are still insufficient. Surveys and literatures have shown that more than 71 million people have been affected by disaster related incidents since 1990. This is because DRM authorities in Pakistan have not developed preventive or precautionary plans mainly because they lack in appropriate expertise in DRM techniques. Considering this, this paper presents a detailed academic/technical proposal for DRM. This research paper will introduce the idea of promoting and propagating Disaster Risk Management (DRM) topics among the public to make the people aware about the role of DRM authorities in Pakistan. However the term is as lucrative and unrealistic as the imaginary castles and empires built by Sheikh Chilli, the famous character from story books, in his thoughts and found him surrounded by people laughing at him when he shook his head to come back to the conscious world. Governance is more effective when policies are inclusive of real opportunities, real resources, and real localities. For this purpose, it is necessary to involve citizens through various ways in all the phases of governance mechanism. The paper intends to provide with information and understanding about the real elements influencing communities’ participation in Gilgit Baltistan. The research adopts a qualitative approach in analyzing those elements which could breed or curb community participation in governance in the region. Geography, administrative status, scarce resources and many more elements explained in this paper make participation a difficult phenomenon in the governance. This research demonstrates that political instability, terrorism, law and order situation, corruption are major determinants restricting foreign investors. FDI is an indispensable source. It tends to raise the job rate, decreases deprivation and raises the state 's income to improve the economy of a nation. Foreign investment has no negative effects on the sectors of Pakistan as it is beneficial in both short-run and long-run but less in the latter. It is viewed that foreign investment can bring economic growth without having any distortion. FDI adds innovations, technical technologies, highly qualified management and investment to domestic industries that have strategic advantages and supply chains, while expanding their profitability. This study describes the context of public participation targeting the loopholes present into the system of Pakistan that makes the process difficult of sometimes impossible. Starting from the importance of public participation in public policy-making and implementation its demerits or factors were also highlighted. The system of participation in Pakistan was discussed keeping in view the history, constitution and local government to have a detailed view. Employment is expected to continue to grow much faster in occupations requiring after-school qualifications compared to less-skilled occupations. However, high school success rates in Pakistan are low compare less as compared to different OECD countries and clear retention rates until the 12 year have changed little in the past decades. This research utilizes longitudinal information to look at the job that school training plays in the instructive expectations of young people, their likelihood of completing high school, and participating in education and training after high school. Pakistan was initiated with the goal of becoming a climate change-resilient country, and the National Climate Change Resilient Policy outlines the specific areas where climate change action will be focused. The purpose of this paper is to contribute to our understanding of how public misperception about climate change manifests itself in Pakistani society, as well as to determine the extent to which policies implemented in that country may be addressing those misconceptions, among other things. However, the study of climate change is one of the more delicate aspects of modern science; however, the subject has been around for decades, and a substantial amount of scholarship has been accumulated as a result of deliberate intent and unwavering belief. The ability to recognise and understand the public's erroneous perceptions of risk is critical in raising awareness of climate change obstacle situations and promoting climate change awareness. Considering social and cultural constituents, such as ideals, attitudes, and agreement on climate change exchange policies, there are a plethora of opportunities for policy design, implementation, and public support generation. It must apply the experience and expertise of people from the field in climate change and chance communication, as well as to the broader fields of public and environmental studies, politics, urban planning, and media and cultural research, in order to be considered relevant.Item DISASTER RISK MANAGEMENT IN PAKISTAN A CASE STUDY OF KARACHI FLOOD(UMT, Lahore, 2021) Amina LashariThe study aims to examine the process of institutionalizing disaster risk management in Pakistan. The original case was built on Pakistan's vulnerability to natural disasters, and represented a risk profile and flood support for Karachi. An attempt was made to study the historical development of institutional structure DRM. There is critical analysis of the new institutional framework. The study focused on the problems and gaps in the institutional structure. The method used in this descriptive study was research and analysis, using secondary sources. In August 2020, heavy rains created emergency in Karachi due to heavy rains. New areas were affected by the urban flooding including the Korangi, Karachi east, Karachi West and Malir. For allocation of budget based on urgent humanitarian needs, government-defined priorities and a rapid assessment of the DRM needs affected by monsoon floods. Disease outbreaks and natural disasters have been frequent, in recent decades with severe health and economic implications. Secondary sources include Pakistani disaster laws and policies, research literature and other stakeholder reports obtained from More than ten interviews with officials at the national and state levels were done as primary data, and nationwide periodicals and databases were examined. The Covid-19pandemic further complicated the situation in flood-hit Karachi. The study is a contribution to future institutional reforms at the national and regional levels to establish a proactive, efficient and effective institutional framework for disaster risk management in the country.
