In view of their vital importance in the process of participation, it is imperative that their development be encouraged. Disabled people's organizations play many roles at the local, national and international levels for disabled people, governments, service providers and the general public. In many cases, the organizations of disabled people are the best vehicle to carry out the aspirations of people with disabilities. After all, disabled people, from their own personal experiences best know their needs, aspirations and abilities. One of the main themes of the World Programme of Action is the importance of Organizations of Disabled Persons. It calls upon governments to encourage their development and utilize their expertise.en_US
