Quality is a major issue in special education especially for the students with hearing impairment. The main purpose of the study was to evaluate the factors affecting quality of special education for the students with hearing impairment at primary level and identify difference in the responses of the teachers of four zones of Punjab province. The responses of the teachers were collected against the five dimensions of quality education. Those dimensions are quality learners, quality learning environment, quality content, quality process and quality outcomes. Pilot testing was conducted to check the reliability of an instrument consist of 60 items, administered to 20 teachers working in special school. Value of Cronbach's Alpha was α=.882. Multi stage sampling procedure was used to collect the data from four zones of the Punjab province. 18 districts were selected from these four zones of Punjab province. Schools as well gather the information in which 50 teachers were male and 169 teachers were female. 145 teachers were from schools and 74 teachers were from centres of these four zones of Punjab province. Parametric statistics were used to analyse the data. Independent sample t-test and ANOVA were run to compare the factors affecting quality of education in special education. Results of study indicates that auditory training services, library resources, physical facilities, teacher student ratio are not satisfactory in schools and centres. So the researcher recommended that student teacher ratio should be appropriate according to the age and level of the students.
