Abstract
In the current decade government of Pakistan in general and government of the Punjab education department in particular addressed the need for advancement in processes of education that needs promotion of education as an identity. The measures included various sort of diverse initiatives, the prominent being; Directorate of Staff Development (DSD), Punjab Education Foundation (PEF), Punjab Examination Commission, Chief Minister’s Education Reforms Roadmap, Punjab Education Sector Reforms Programme (PESRP), Punjab Educational Endowment Fund (PEEF) and Daanish Schools. It is customary that measures are undertaken but not monitored and followed up which causes chaos and panic ultimately leading to non fulfillment. The study under discussion is an endeavor addressing the “Access to quality education; Analysis of initiatives of Government of the Punjab”. The major objectives persuaded were to identify the initiatives of the government of the Punjab wherein the span of accomplishment lies within 2013-18. It aimed at studying the initial intents and their level of achievement. It further intends to explore the problems that came across by the different initiatives in their realization and to know the impact of undertaking initiatives on the quality of education in the province. It was a descriptive study spread over document analysis, interviews and focus group discussion. Interviews of individuals who worked in the decision making capacity are found well versed with the processes and initiatives undertaken in particular. The initiatives were discussed in isolatio n from others and procedure of description comprised of introduction, intents, infrastructure, initiatives, budget allocation, achievements and gaps in practices. The conclusions were drawn initiative wise and the major conclusion was that initiatives were partially undertaken and most of them remained unaccomplished. Chief Minister’s Education Reforms Roadmap is a vivid example which has been accepted by the government as a total failure and it has been advised to reinitiate the same by the experts. The recommendations have been made as the consolidated facts which are to be followed for all the initiatives. None of the initiatives were practicable; it is recommended that essential framework, finance and expertise be made available first and then the initiatives be launched. It is recommended that the initiatives already launched and partially matured, be fulfilled first before undertaking any new initiative and the man power from within the department be utilized for making the initiatives operational rather than entrusting it to the bureaucracy.
