Abstract
This study presents a comprehensive action plan to facilitate the mass adoption of electric
vehicles (EVs) in Pakistan, addressing the multi-faceted barriers and enablers from diverse
perspectives. This study emphasizes the importance of understanding regional and contextual
factors such as cost, sustainability, policy, social and cultural aspects, and technological and
operational considerations. A qualitative approach is utilized to develop theories based on the
viewpoints and experiences of industry experts through a multiple-case study approach. The
proposed action plan highlights the need for structured long-term strategies, the creation of
collaborative platforms among stakeholders, and robust monitoring and maintenance systems.
It stresses the importance of enhancing local manufacturing and gradually localizing imported
products to foster local industry growth. Government incentives are recommended to support
local vendors and ensure quality standards. The development of infrastructure and local battery
industry through subsidies and financial incentives and encouraging the development of hybrid
electric vehicles (HEVs) as a transitional solution
