dc.description.abstractCommon Facility Center (CFC) is a broadly used term in economic development agencies, to describe infrastructure based projects for development of clusters and small and medium enterprises, but does not have a precise definition in literature. CFC term is sometimes used as an alternative to infrastructure projects – which in both economic and business literature is different than the concept of common facility center – cluster initiatives, hard interventions and physical projects etc. Because of this fuzzy use of the term, no evaluation framework could have been developed so far which has made it rather difficult for policy makers to evaluate effectiveness of CFCs for economic development. To address this issue, this article undergoes the archives of SME development approaches and initiatives to propose a definition and evaluation framework for Common Facility Centers.en_US
