Item Higher Education and Devolution of Power in Pakistan Impact & Future Trends(UMT, Lahore, 2022) AYESHA KHAWARThis phenomenological study aimed to explore the impact of devolution of power on the quality management, governance and institutional autonomy of public higher education system of Punjab, under the Higher Education Commission (HEC) Islamabad and the Provincial Higher Education Commission (PHEC) Punjab, after the implementation of the 18th Constitutional Amendment in Pakistan. The Resource Dependence Theory (RDT) was employed as the theoretical framework to gauge the level of dependence between the resource holders and the resource users. Purposive sampling technique was used to sample respondents from HEC Islamabad, PHEC Punjab and the public universities of Punjab for the semi-structured interviews. The data was triangulated by cross-analyzing the perspectives of the representatives of the regulatory authorities and the public universities. The data was analyzed by using interpretive phenomenological analysis (IPA) designed by Schulz (2013) which is commonly linked to a qualitative research design.
