CFC term is sometimes used as an alternative to infrastructure projects – which in both economic and business literature is different than the concept of common facility center – cluster initiatives, hard interventions and physical projects etc. Because of this fuzzy use of the term, no evaluation framework could have been developed so far which has made it rather difficult for policy makers to evaluate effectiveness of CFCs for economic development.
